Victor Wallace Regan, 67, of Vero Beach, passed away on August 28, 2025, at Cleveland Clinic Indian River Hospital and went home to be with his Lord and Savior, Jesus Christ.
Born on November 20, 1957, in Coral Gables, Florida, Victor was the son of Jack Carl and Eileen Agnes Regan. After graduating from Vero Beach High School as class president in 1975, he went on to serve as a sheriff’s deputy from 1979-1981. He also spent a short time with the city police department before working with Elliot Merrill as a property manager. In his later years, he became the owner of Regan Property Management.
Victor was deeply committed to his community and gave much of his time to helping others. He was a member of the JCs for many years and held various positions, including serving as the 47th president of the JCI Senate. He also volunteered with the Salvation Army feeding program and attended First Methodist Church with his wife Stacy Regan. Victor was a member of the Moose Lodge and was loved by all who met him.
Those who knew Victor will remember his strong work ethic, sense of humor, and the way he could make friends wherever he went. He was most proud of his family and cherished every moment with them. All above, Victor loved God and devoted his life to serving him. His faith guided every aspect of his life, and his family finds peace knowing he is now in the presence of Jesus.
Victor is survived by his wife, Stacy Lynn Regan; his sister Alana Greenman (William); brother James Regan (Jimi); brother-in-law Greg Harp (Lana); his stepdaughter Madison Karns (Connor); granddaughter Harper Leigh Karn; and father-in-law Philip Harp. He also leaves behind many nieces and nephews whom he loved dearly.
He was preceded in death by his parents Jack Carl and Eileen Agnes Regan; brother William Dennis Regan; and mother-in-law Sarah Francis Harp.
A Memorial Service will be held on Saturday, October 4, 2025, at 11:00 AM at First Methodist Church, 1750 20th Street, Vero Beach, Fl. 32960. A celebration of Life will follow on Sunday, October 5, 2025, at 2:00 PM at the Moose Lodge, 226 43rd Avenue, Vero Beach, FL 32968.

Stacy and Family of Victor, I am deeply sadden to hear the news of Victor’s passing. I first met Victor in the Jaycee’s back in the early 90’s. He was loved by all. Victor will be deeply missed. May you find peace with God’s love to help guide you through this difficult time.

Stacy, I am still in disbelief that Victor has left this world for Heaven. Our loss is Heaven’s gain. Victor has been a great friend to me for many years, and I will miss him terribly. He was a gentleman among men, and always had a kind word and a “let’s pray”, “are you okay” or “what can I do for you?”. We couldn’t have a better Class President than Victor. He was a unifier within the class, always cared for each person’s opinion, and was a true leader. Please know, I will be here for you; whether you need an ear or a shoulder, I am there. We are always in disbelief when someone we know leaves us suddenly-as we all feel about Victor. I knew Victor as the President from the class of ’75 but I know Stacy on a much more personal level. Words are not enough to ease the pain of your loss but knowing that Victor was respected and loved by so many may provide some comfort but knowing the he is with his Heavenly Father will help give you the strength to get through each day. Victor has been my dear friend for about 17 years…I, like many, am struggling that he is really gone! Although I know without any doubt, that he is with Jesus and would never wish him back to this crazy world we live in… I do miss him a lot! I find myself thinking about how he finally had everything he ever wanted! A beautiful, adoring wife, a beautiful daughter and then a beautiful granddaughter… Although I wish he had had many more years to savor that joy, I’m so happy that he had an opportunity to experience LOVE on this earth in that capacity!

I was in disbelief as I heard the news of Victor’s transitioning. Sending heartfelt condolences and prayers to Stacey, the family, many friends, and the class of 1975 VBHS classmates. I will cherish the fond memories of Victor as we worked together on the reunion committee. Heaven has gained an angel.
