Charlotte Ruth Pugh Council, age 87, passed away December 7, 2023, at her home in Vero Beach, FL. She was born January 5, 1936, in Wheeling, West Virginia to the late Thomas and Elise Pugh.

Charlotte moved from Dade City where she met her husband, George Council and after getting together, they resided in Vero Beach, FL.

She was the Assistant Vice President of Northern Trust for over 30 years and spent a lot of her free time volunteering at the Crisis Pregnancy Center.

Charlotte was a member of Kings Baptist and Freedom Church in Vero Beach, FL.

Survivors include children, Tom (Nadine) Council, Lee Ann (Lamar) Hamilton, and Tim Council, grandchildren, Jennifer and Ronaldo Crespo, Shawn and Chris Larsen, Lindsey Council and Chad Reid, Emily Hamilton and Josh Bello, great-grandchildren, Ariana Crespo, RJ Crespo and TJ Crespo, JT Hamilton, and Sophia Bello, and brother-in-law, Harold Heartsill.

She was predeceased by her parents, Tom and Elise Pugh, husband, George Council, three sisters, Shirley Chitwood, Norma Manning, Janet Heartsill, and her niece, Hannah Heartsill.

A Gathering of family and friends will be held 10:00-11:00 a.m., Saturday, December 23, 2023, with a Memorial Service beginning at 11:00 a.m., at Thomas S. Lowther Funeral Home & Crematory, 1655 27th Street, Vero Beach, FL 32960.

In lieu of flowers, donations may be made in Charlotte’s name to Humane Society of Vero Beach & Indian River County, 6230 77th Street, Vero Beach, Florida 32967.

Arrangements are by Thomas S. Lowther Funeral Home & Crematory, Vero Beach.

My sincere condolences to the entire Council family. Charlotte was beautiful person. Charlotte was always encouraging me during my teen years. I have fond memories of visiting her sisters shucking peas baking and learning to live off the land. Lee Ann and I loved to go to the bank were everybody new our name and called us Charlotte’s girls. Charlotte always made a stranger a friend. Charlotte was the most caring person. I could go on and on. Rest in peace my friend.

My sincerest condolences to everyone. My mother Melvina worked at the bank with Charlotte many years and she fondly remembered Charlotte and her family at the bank before she passed away. Charlotte came to visit my Mom after she moved in with me and even though Mom couldn’t remember peoples names she knew them somehow. Many happy memories of visiting the bank and seeing my Mom and Charlotte at the desk next to her. May her memories remain in your heart forever❤️ Vicki Edgcomb

My sincere condolences to Tommy, Lee Ann, and Timmy. Your mother was a very special lady. I remember playing red rover and other games in your front yard as kids. She was one of my favorite neighborhood moms. I will always have very fond memories of her. Crystal Campbell Schacht
